NPC Shadai- Hellbound

I have ask, can adm add Blackshmit Shadai somewhere (best way add it in hb near respawn) couse now hb stage 0, and none be there to farm (300,000 trust for 1 lv) then Shadai don't respawn but ppl like me who play dagger need him to add Dagger Master in dyna set imo Dyna > Moirai. Thanks

We are thinking if we set the stage to lvl 11. If we do that there is no reason to put Shadai somewhere.
If someone wants to make a suggestion or advice about this decision, we'll be grateful. Thanks.

If you're going to level it, there's no point in moving him. He's easy enough to get too. If you don't level it - well, we'd better get hunting then!

Yea, I think Arisa (and most people) just wanted to say that with low pop atm, we cant do hb quests or very hardly and gonna take forever, so this was if you guys don't lvl it and make npc and zones accessible. If you do, there's no point to change anything to NPC locations/accessibility.
