well....DD....idk if u deem me fit to say anything.....but im am gona speak my mind from the clan leader points of view.
1) pepperpotts gear went missing and was said to be found on <you know who>( im not gona mention names)
2)stealing = to take (the property of another or others) without permission or right, especially secretly or by force.

3)imagine if your gear or your clanmates gear went missing. would u likewise not be angry about it?
4)if that someone really took/"borrow" those item from pepperpotts account and now pepperpotts wants them back....would he return it?
5)if number 4 answer is No, what would you call it?becos its simply not considered stealing. i would consider it robbing.
