Only until the level 81+ books. Those books must be acquired from raids, a quest, auctions, Olympiad or donations. 81 and higher books don't drop from normal mobs until Hi5. We are a Freya server here.

For a correct list of forgotten scroll locations, I found this list that is accurate to the Freya client.  I hope it helps.
