Hey there,

I just like to ask if you are planning or is it  possible to implement a delevel npc ?

They will not implement this.  You need a clan hall.  Then you need to turn off xp recovery from it.  Drag a npc in to the clan hall.  Shut the doors.  Get naked and hit it die.  Return to clan hall.  Do this over and over.
